Safe home is an interim accommodation for women victim and witness and also for adolescent girls who are victimized & treated as witnesses and Kishore Unnyan Kendra for adolescent boys. These are government institutions run by Department of social service, DSS under Ministry of social welfare. At present there are seven safe homes including Gazipur safe home and Kishore Unnyan Kendra, Tongi run by the Government of Bangladesh. Target groups of safe home are adolescent girls, boys & women victim & witness. Approximately 120 inmates are residing in Kishori Unnayan Kendra and a number of adolescent boys are in Kishore Unnayan Kendra. Generally in average 50 inmates are residing in different Safe homes throughout Bangladesh. Based on felt needs government have taken initiatives for safe home to protect interest of victims and inmates. Such initiative is worth mentioning and they are providing food, accommodation, health & legal aid support with limited resources. It has some long standing problems due to inadequate legal support, health support, inmates are suffering from ill health, demoralized, traumatized, distressed, stricken with sorrow, which need to be addressed for making it functional & more effective.
When incidence of underage marriage, converted marriage, rape, abduction are happened, adolescent girl’s parents/family files cases against perpetrator (most of the time male person) & his family. Accused party become irritated and vindictive and try to change the motive and merit of the case. Sometimes accused party threats the girl and her family, try to destroy the evidence of the case. In this insecure situation safe accommodation is necessary for victim women and adolescent girl for fair trial of the cases. On the other hand, adolescent boys are also accommodated in Kishore Unnayan Kendra who are accused for anti social activities, crime and drug addiction and they are counseled for normal life.
With the support of Manusher Jonno Foundation (MJF), VAFWSD has been implementing the project titled “Ensure effective, quality and sustainable services of existing Safe Home” from May 2012 to June 2016 at Kishori Unnayan Kendra (Safe home), Konabari, Gazipur and from July 2014 at Kishore Unnayan Kendra, Tongi, Gazipur. Through the project VAFWSD provides legal aid support, health support, education support, counseling and awareness raising for welfare of the inmates living at safe home, need based training to the inmates so that inmates get quick and intensive support and be socially reintegrated and rehabilitated in the family within the shortest possible time.
Main Objective of this initiative:
To adopt strategies and implement an innovative programme on Safe Home, managed by NGOs and DSS with support of MJF for institutionalizing best practices.
A model of comprehensive package programme for inmates of Safe Home with social reintegration is in place.
